Most pegwords in Mnemonic peg systems ti memorize large numbers are based on the letters written in a certain language:

I would like to create a set of Icons for the numbers from 0-99 that are language independent and easy to memorize for everybody by distinguishable Icons.

Is there a widely used system that I could base my system on?

There is a book Memory Pack by Andi Bell where he uses this list of pegwords:

I would go for a phonetic system (http://en.wikipedia.org/wiki/Mnemonic_major_system) instead because remembering a list of 100 items in a language-independent manner restricts you to using their shape as the only thing you can peg to, which is hard to do for such a long list.

By using the phonetic system, the person only has to remember the conversion between digits and consonants and they can use words in their own language. (I use both English and Arabic together with the phonetic system and it works well with both)
